"Collaborative" means generating a sense of partnership among key stakeholders within the country and the invited external support agencies that are willing to assist. "Consultative" means fostering debate and discussions among stakeholders on the issues and options that arise in formulating strategies. There are, however, several elements that should be included if the process of formulating water resources strategy is to contribute to a country's ability to manage and sustain the resource.
